Dealers Have to Show Their Hands to the Cameras Before They Leave the Table
If you've ever seen a casino dealer engage in some odd ritualistic behavior before going on break, it's because they're being closely watched at all times by cameras embedded in the ceiling. It's called "clearing your hands": dealers clap or "dust" their hands and show their palms for the cameras to show they aren't trying to steal chips. Casino owners put the rule in place because dealers pocketing chips is the one of the most common casino crimes.

4You're correct! Casino dealers are closely monitored by surveillance cameras to ensure the integrity of the games. "Clearing your hands" or other hand gestures is a common practice used to show the palms and prove that they are not attempting to steal chips or engage in any fraudulent activities.
