I think the internet gambling ban failed because of three things: better technology, different gambling laws in different places, and people's opinions. The internet is really big and hard to regulate, so gambling sites could avoid being regulated. Different laws made it tough to create rules that worked everywhere and protected everyone. Plus, more and more countries were okay with gambling, so it was hard to argue for a complete ban.
